Job Purpose

Operates, maintains and repairs complex equipment in the Central Energy Plant, including generation and distribution of chilled water, steam, and condensate to and from various campus buildings. Maintains mechanical equipment associated with the gas and oil fired pressure boilers, heat exchangers, chilled water units, condensers, pumps and valves for the Central Energy Plant.

Coordinates and supervises routine maintenance performed by outside contractors and/or Utilities Plant Operators on rotating shifts. Ensures appropriate emergency corrective actions are taken within the Plant and to the distribution network on campus, including after-hours work. Functions as working supervisor.

Minimum Requirements

High school diploma and five years of specialized mechanical experience in the operation, repair and maintenance of natural gas/fuel oil fired steam boilers, and related utility equipment/systems including centrifugal pumps, steam pressure regulators, boiler water treatment and boiler safety circuits. Must have a valid SC driver’s license, or the ability to obtain one within 30 days of employment, as the employee will be required to drive state vehicles to transport equipment and/or personnel when needed. Candidates with an equivalent combination of experience and/or education are encouraged to apply.

Required Knowledge, Skills and Abilities

Considerable knowledge of methods of installation and repair of steam and chill water systems; considerable knowledge of mechanical equipment, pipe fitting, electricity and machinery. Must have extensive knowledge of boiler safety circuits and related control systems. Must have knowledge of emergency recovery of boiler systems after shutdown and capability to troubleshoot control circuits safely. Must be knowledgeable of safety procedures while working around mechanical equipment.

Must have the ability to work both independently and as part of a team. Must have modern computer use skills for basic office operations. Must be proficient in MS Word, Excel, and Outlook.

Additional Comments Regarding Position

Must be physically able to perform the duties as described. Must be able to perform manual labor and work inside and outside in all types of weather. Must be physically able to enter confined spaces, such as utility manholes, to perform maintenance and inspection duties. Must be able to lift and carry 50 lbs. and perform physically demanding, repetitive tasks. Must be able to climb and work on high ladders and scaffolding. May be exposed to extreme temperatures and noisy conditions. The very nature of the position requires the ability to lift and use heavy equipment and tools.

Basic 40 hour work week but will be subject to recall at any time as a replacement Utilities Plant Operator and to assist in emergency repairs. May be required to be on campus prior to, during, and immediately following all emergencies such as hurricanes, floods, snow/ice storms, etc.

1. Operates and maintains all equipment at the Central Energy Plant, consisting of high pressure boilers, three centrifugal chilled water units (4000 total tons), two 1500 ton cooling towers, air compressors, pumps, valves, heat exchangers, various controls and regulating devices.

Performs preventive and corrective maintenance on all boilers to include all safety devices. Opens all boilers for cleaning and inspection. Performs preventive and corrective maintenance on steam, water, air, oil and gas valves, from 1/2 inch up to 8 inches, from repacking to complete tear down.

Coordinates and supervises routine, preventive and corrective maintenance performed by outside contractors and/or Utilities Plant Operators on rotating shifts. Inspects all maintenance and repairs performed to ensure work was completed appropriately and according to specifications.

Inspects and replaces, as required, equipment associated with steam delivery and condensate return systems.

Activity

2. Performs routine, preventive and corrective maintenance on air, oil, gas and water pressure regulators, steam pressure reducers and steam traps to ensure proper operation. Performs routine, preventive and corrective maintenance on all water, oil, condensate return pumps, from replacing packing and seals to complete tear down. Installs and repairs pipes (black iron, copper, PVC) ranging in size from 1/4 inch up to 3 inches. Cleans and paints boiler room, pumps, valves, and lines, ensuring work area is maintained in a clean and orderly manner.

Performs routine, preventive and corrective maintenance on all motors, belts, bearings, controls, and pumps associated with the steam and condensate delivery and recovery systems in all assigned buildings.

Coordinates and supervises all routine, preventive, and corrective maintenance on this equipment performed by outside contractors and/or Utilities Plant Operators on rotating shifts. Inspects all maintenance performed to ensure work was performed accurately and according to specifications.

3. Responsible for ensuring that all Utilities Plant Operators take boiler water, chilled water and cooling tower water samples daily, perform water quality test and add chemicals as necessary to maintain proper water quality specification for each system.

Ensures that all Utilities Plant Operators check all operating boilers, chillers and cooling towers hourly for proper operation, pressure, temperature, water and oil levels, fuel and air mixture, ensuring operational logs are completed for each system.

Repairs and updates equipment for steam generation and supply. Inspects and operates large centrifugal chillers and associated controls with basic blueprint knowledge. Practices and promotes adherence to proper safety procedures.

5. Maintains necessary inventory of equipment and parts needed for the repair and maintenance of boilers and condensate return systems on campus.

Performs as Central Energy Plant shift supervisor after hours, keeping records, supervising fuel deliveries, inspecting contractor work in the facility after hours and ensuring compliance with regulatory and environmental requirements. Monitors a computerized 24-hour campus wide Energy Management System to ensure economical use of heating and cooling resources and diagnose problems with heating, ventilating, and air conditioning systems. Notifies and recalls appropriate personnel if necessary, to correct malfunctioning equipment.
